Understanding Commissioning

A Quality Workshop from SEDA

Workshop Objective

For the VCS organisation:

By the end of the workshop, the attendee will be equipped to understand: what changes are likely to happen regarding grant aid; where all of their funding is coming from; the legalities of trading for not for private profit organisations; where their organisation is and where it is seeking to go in the funding continuum; examine trading as a possible way forward towards sustainability; and examine tendering as compared to grant application processes.

For other organisations:

At the end of the workshop the attendee will be equipped to help and support VCS organisations as they plan for the future.

Workshop Summary

This is a one day workshop. VCS organisations are constantly urged to look towards long term sustainability and at the same time grant sources are becoming more and more difficult to access  There is pressure to become a "social enterprise" and to seek commissions rather than grants. There are few facts around that help organisations take an informed view of these changes. This workshop addresses this need for information.

This workshop offers a new perspective on the changing VCS funding environment and shows clearly how a VCS organisation can look at trading as an income generation model and not compromise their core values. There are more detailed sessions to demystify the language and procedures associated with tendering.

It also provides useful insights into the similarities and differences between grant applications and tendering to deliver services and will enable participants to understand what new processes they may need to adopt in their future funding search.

Workshop Content

Introduction – Reviews the objectives and agenda and asks the attendees what they are looking to get from the workshop. It will also set the context of the workshop by summarising our findings from our various research studies and consulting work within the VCS that relate to the topic.

The Changing Environment – Review of the pressures forcing organisations to look at alternatives to traditional grant funding streams. Some of the helpful (and downright) unhelpful additions to the language are also examined.

Grants vs. Tendering – the differences and similarities and the pros and cons of each are considered through a variety of exercises. This will include a look at a real example of a Request for Tender. This session will:

-          Demystify the notions of commissioning and tendering

-          Allow people to make informed choices regarding the future funding direction.

-          Give practical experience of analysing a tender opportunity.

What is the Procurement Process? – A structured look at generic procurement cycle from start to finish. This is compiled from real processes across the region. Completing this process will:

-          Give an insight into the overall procurement process.

-          Provide an understanding of the various people involved and their roles.

-          Show the elements generally asked for in a tender.

Key Messages & Action Planning – Attendees are asked to list the key messages, ideas or tools they have taken from the day. They are also asked to list at least three things they will do as a result of attending the workshop. In completing this process:

-          Attendees reflect on the day and note the most relevant messages.

-          Attendees create a clear plan to turn the learning into positive action for their organisation

Workshop Methods

The workshop is based around information provision, understanding and rehearsal. Information is presented in short interactive sessions with discussion and questions actively encouraged. Simple but challenging exercises are used to get attendees using the information to check understanding and to provide a “safe” practice environment.
